Difference in approach... Eyes and facial expressions changes drastically when something is about love or about lust. A light peck on lips can be easily counted as love but when it goes far of involving tongue and touching each other it gets sexual. Evidence from CCTV footage in parks restaurants etc. If there's no CCTV footage then mobile recording can be used as evidence.

Our Hindu scriptures never consider s*x as bad thing even there are so many texts which describes s*xual energies as so much divine. Nowadays every 10 year or older kids know about natural desires like s*x and romance. If a couple just hugging and more of like kissing each other then that's their own desire. We're humans we should not start treating like them as they are couple of a dog or a bitch. If someone is embarassed then he/she can close his/her eyes cause that's his/her problem. Law must be revolving around objection and threatens which are directly attacking or involving the victim as physically or mentally. S*x is the most intellectual truth of birth. And romance is the best mind freshening element of life. I am definately not in the support of having s*x in public. Cause if any couple do that then they just care about their physical desire and don't truly love each other. In the end this is just mine point of view don't distrub by replying to prove this wrong.
