It is cleaned. Untrained eyes. Putting items in different, ill ordered way, does not make it unclean. I even prefer hand over plastic and chemicle whem it is heated.

Don't eat.. Simple. No one has forced anyone to eat anything. If peple make a choice to eat from plates which are dirty as per your opinion, stay with it. Everyone has freedom to eat. Atleast they are not cooking dead bodies of fish, goat, pig, chicken. Aa gaye sikhane.
