    judging people will always be super subjective. It is simply a human nature to score higher those we like and fire those we do not like. The only possible way could be 360 review within different locations i.e. send the HIPO you wish to fast-track to super-cool, highly paid position to work in different locations under different leadership and decided based on their feedback. 😃
