How we can help people off Skid Row: Lessons from LAPD Officer Deon Joseph
On November 12, 2015, AEI hosted a panel discussion on the challenges of and possible solutions to street homelessness. Long-time LAPD officer Deon Joseph discussed his experiences with Skid Row and what he believes we can do to best help the homeless. The opinions expressed here are his own, based on his experience, and may not reflect the views of the LAPD.

This officer is articulate, compassionate, and intelligent, and warrants serious respect. His message is powerful and effective. I hope the right people hear him and make a change for the better.

@@Shonji_Ikori bro shut your stupid ass up it was obvious malingnor was complimenting the way a police officer could explain a difficult problem to address in an easy to understand way it has nothing to do with race.

@@mikeyhicks4151 I mean just look at kodiak express' comment and tell me it isn't about race. Casual racism is common and being surprised at a black person's ability to speak is an example of it.

As long as the. Discussion continues, and input continues, slowly this will be fixed.
We need more cops like this guy.
This police officer is a genius and an amazing man. God Bless him and keep him safe.
We don’t have enough good man like him in the world.
Well spoken. This guy knows the problem better than anyone else. Listen to him!
You can tell he's not just saying what he has to say to look good (like nearly every politician). He clearly cares and is passionate about making a positive change. I pray this man keeps speaking his message to the public and climbs the ranks because we need sincere people like him.

the key word....sincere. To be in the thick of this, to me is amazing. He has to be a strong person to do so I would like to thank him in person...
Officer deon Joseph is the real deal downtown Skid Row Los Angeles, I have talk with him many times
I love this guy
This is how a man is, when he is not afraid and God is with him, aware and understand of the reality that surrounds him!
Deon Joseph has a clear focus and vision " house the people who have already been helped by the local Missions and then back fill with new people taken off the street.
LAPD officer Deon Joseph needs to run for Congress or some political office where he can make real change.

Why hasn’t he ever gone up in ranks?

Because he chooses not to???
No, man. I think you ARE the smartest man in the room.
Never met the officer, but I’ve seen him. Seen him at the Central Station and walking skid row. Fun guy. Hella helpful
Every City 🌃 in LA County needs to step up and provide programs and housing 🏡 to significantly decrease the number of Homeless on Skid Row. That's a true answer to the problem ✅
I love this guy.
kudos... you picked THE best part of the entire meeting.

Outstanding!!! Thank you.
He should be running for mayor
As you said, speaking truth to power. Bernie recognizes the disaster that the corporate health care system has created for the mentally ill. Thank you for your sincere and caring service to these people.
so sad this was 2015 though.. i hope it helped

+Ennio Pelliccia it's actually 'Crips' and 'Bloods'. These are two large gangs that have partnered together in the spirit of 'entrepreneurship' selling drugs in Skid Row.

since it's not a partisan issue, i commend you for keeping an open mind.
Dealing with the Skid Row experience is different than preventing folks from becoming homeless. High housing costs cause homelessness. Being homeless creates the Skid Row experience.
Over 5 years later and things are worse then ever it seems.
Just heard from a police officer that many homeless that he has tried to help do not want it and prefer to remain on the street.

It's true. Many don't want to do CHANGE. Many have the HIV virus and just don't care. "Just let me get blasted all day and night".

yes - of course that is how a mentally ill person that struggles to survive is going to respond - that is an aspect of being mentally ill. many people may not even be of sound enough mind to even know that they need help, may not be of sound enough mind or afraid to ask - or who to ask; and likely not have any idea what their life could/would look like if they were to get some help.
First thing you got to do is get rid of the shady officials in office it will never get better if you got greed and kick backs and payoffs
The mayor would not agree with him..
You should be president.
I love how he groups all cops as not thinking mental illness is a crime... thin blue line gang!
You know what this video reminds of those locked up or gangland videos on cable I'm watching this cop talk about helping on skid row you guys need better Intel you guys have no idea wats going on there and I get why your saying the things your saying trying to get ppl not to go there
You can't help ppl who don't wanna help them self drug dealer are every were if you look for something you'll find it your talking from a cops point of view I was a shot caller in the biggest gang in Los Angeles nobody's making you do anything you don't wanna do because ppl snitch you do anything for anyone cause you wanna get high so miss me with that shit officer skid row is like the promise land of drugs
gentleman to his left seems somewhat annoyed by the TRUTH.......
