where is the template?

I have a question. Is a Book Proposal only for Nonfiction? Can you get a manager or agent with a book proposal? When it comes to Fiction do we have to have a manuscript completed first? I have a fiction and non-fiction. I have a proposal for the non-fiction and I want to do it for my fiction book too but another video said for fiction I have to have the complete manuscript. Please advise

For fiction books, like novels, you need to write the book first and then send query letters to prospective agents, and then they help shop the book to publishers. I have both kinds of projects in the works and am researching both ways to getting deals. Will probably end up self-publishing the first couple of books though.
