actually this is something I have experienced with many items for babies. Sometimes I felt I really had to stop and study the functioning of something because it was counterintuitive

I am not sure, but when we got ours it had 12 bags.

They are truly awful. You wonder whether they squeezed a contractor into tightly costed deliverables and they just got what they got. Astonishingly awful.... no help to their target market audience whatsoever.
