NO NO AT&T will not unlock a phones they think they don't have to follow the law. Unlocking Consumer Choice and Wireless Competition Action of 2014. They try to say if you bought the phone as a BURNNER PHONE card paid phone they will not unlock it. I spoke with my state rep today. AT&T is in for a surprise.
