OK so I have went through the game now two times and I think I have figured out why each character is complete the vastly majority wise different, and why the characters are not showing up like they should be. So for those of you, that do not know each character can be obtained in very different ways. There is some sort of method or formulaic idea. I guess that’s the developers went with to give an edge on the game and make the experience unique for everyone and their different play throughs So is completing all of the prep challenges inside each level you’ll gain access to easier unlock each character every single character has a different quest line. Some of the quest lines are very simple. Some of the quest lines are very hard. For example, one is rise if you take a picture of rise, when she is on top of the building, she will instantly join your crew after you tag a specific area that is hard to reach. Another instance, for example is if you use her by taking pictures while she is performing style points. If you take a picture of her randomly on the first encounter like you do with every single character, you will be able to skip certain missions shine is another character of that it has a completely different quest line is what I would call it. Cheyenne, you unlock one by either finding her missing or apparently from what I have heard from some other people that are in my friend group that have played the game and beat it. There is another way you can unlock her by randomly finding her in the map somewhere no idea where but that is an idea there are apparently 23 playable characters in the game two out of the three I know are very hidden. I have not found them myself currently on my second playthrough beat the game last night, and was looking for the characters all over still have no idea I thought it would be linked to the secret sarcophagus, but it is not so something is off.

I got a video coming out soon on all alt colors for characters locations but for that one, it’s located on the upside down red rail In millennium mall. It’s in the area with the red fish, one of the upper floors has a billboard that lets you get to the red upside rail. Hope it helps!
