1000 ohms because at test conditions Vce=5v supply, If(forward current)=5mA; to produce this test conditions Rl= 5v/.005A=1,000ohms current limiter resistor to produce a 5mA from 5 volt dc supply. values of the test conditions are based from Q817A optocoupler datasheet.

Shouldn't the I,000 ohm resistor be connected to the negative terminal (cathode) instead of the positive side of the battery?

You can connect it to negative terminal. It doesn't matter

So you are putting the meter and checking the resistance on the output not amps or volts?

The Internal LED. Research the construction of an Opto- Coupler and understand how it works. Basically it's an isolation circuit and there is an internal LED which under certain conditions emits a light impulse and allows voltage to flow through look it up, There is an Internal LED

60 ohms. That is buggered. Should be zero.

The current is flowing through the collector-emitter junction. The resistance will never be zero.

Pues yo me quede higual que usted a los mudos no les entiendo para mi fue como una adivinansa quiso enseñar mucho y no enseño nada

Other simple way : just open internal LED with your multimeter with function LED and check continuity with another multimeter. Be carefull to use LED function (if you have) and not diode function otherwise it won't work (in my case btw maybe for other multimeters it will work)
