Please do we use litmus paper only in the case of heating?

No; sometimes the question will tell you to dip the litmus in a dissolved solution of the salt

If you add in excess all the precipitates will not dissolve

Initially you might ba asked to add NaOH or NH3 . Their reason for doing so is to test for cations. Many cations might have the same expectations meaning more than one cation might give an insoluble white precipitate etc. And you'll need to write all of such cations now the next step might want you to do more tests and the main aim is for you to eliminate the others and have just one as your resultant cation. So the elimination starts from top till butom
