Never at Sind Ag University and institution levels. True Communication is an interaction and understanding . There is set Policy of government heads that is, just hearing, not listening on presentations only attendance in seminars. Communication is only monologue, one way and closed at the end. Putting and raising a question is now unethical in our society at least sind level. Nishistum and khurdum and than barkhastum. That's why country at default and diplsion, I guess.
