You have to complete the quest called Reef Revival. Then you will get the blue star fragments to open the ruins.

You need to complete the story quest called Revive the Oasis. You can unlock this quest by leveling up friendship level to level 11 with My Melody. I hope that this helps!!🥰🥰 @@podlacre
