Hello, Use grant command in sysdba user only. If you're using grant command in your own db user then it won't work and you will be getting insufficient privilege error. First login in sysdba and then perform grant command and add the username( which you want to give access) Then login with your username and try to create view. If you follow above steps you will not get error.

Hello Madam, I have switched to sysdb user and started creating my username to run the grant command. But still it wont allow me to create my user name and showing insufficient previlages error.
