snap to vertex only working in objects mode in blender 2.8 it works both ways plus I can't find the Add single vertex option anymore

Blender has the worse snapping ever. If you use Inkscape which is a snapping machine, especially, this becomes even more true. Moving cubes freely with the mouse it works okay. Now, use keyboard shortcuts only and create a really complex object or just try to snap objects during S while Positions is enabled in the Tools tab and good luck. Tutorials work all the time, but when we try with meshes with a lot of vertices and edges and it will be a pain. Yes, it uses the cursor position and therefore trying to drag things when they have a lot of detail is a ton of work in itself. You have to just spend a whole day practicing that skill alone.

It helps if you talk slower, and are clear and concise...and use menu/cursor and not quick keys. I cannot see what quick keys you are using, only that you mention them as you are talking. Most teachers don't understand that you are not in a race to show how good you are with a particular program, but are showing people how to accomplish something.

There's only one button you have to hit to turn on snap. In theory, this video could be 5 seconds long. The rest is just me going over extra things, visible on screen! That's why I never say hot keys, so you can visually and audibly follow along :)
When you make tutorials,stick to the point. Don't ramble or try to be cute.
