Basically if you do not have a bank card opened in china, you cannot use wechat pay. You can submit your foreign ID and bank information to activate the pay feature, but you will still need to submit a Chinese bank card to collect red pockets, pay and get paid. Even if you go to a chinese bank in your country, the oversea server is not connected with the mainland server and will be deemed a foreign bank card. I asked and was told so by bank rep.

wechat pay is not supported in the country/region where your account is being used

Alipay, u can find the agency let they top up for you. no need to use visa card.

You don't know that in many cases, the Pay feature does not show up even the Wechat Pay "enabled"! So this tutorial is not helping.
