You can export the design as pdf from Photoshop itself. Do the save as option and select pdf format in the drop down menu, and when you save it, it'll pop different types of presets, select the uncompressed one and boom that's it!

As a manufacturer brands always discuss either they want to order samples or bulk quantity, once they received the samples and agreed with the quality then they order in bulk quantity, also I always ask for the sizing, fabric type, printing type and if they need to use the custom tags for their brand
