You have to check the datasheet of the device or measure the current by using Ammeter
what if we use a battery with 27V and 9 lamps, each have 3V, in series, do we need to use resistor?

Because if you use a 9 led in series and each led use 3v we multiply 9x3 =27 If you use parallel we have to attach an resistor because current is flowing constant and each led use it separately and does not act like a blockage like in series FOR further info say IJ in the reply
