There are lots of little things you can do to avoid wasting energy in your homes.
Did you know that lagging your pipes can help prevent the water temperature inside exposed pipes from dropping by up to 2 degrees! This means that less energy is required to heat the water. This quick and easy task will also help prevent pipes from freezing, which can be quite a costly issue as pipes can burst when they freeze.
In this video Craig walks you through how to fit pipe insulation, other wise known as pipe lagging.

My boiler is in my garage and the pipe insulation is pooly fitted, so I'm going to redo it all. Would you recommend either gluing or taping insulation joints, if so what products would you use?
As a lagger I would use armalex/armacell closed cell tubing and glue all the seems, and joins. Maybe some foil tape for a vapour barrier. Nice 45 but you could do it quicker with an insulation knife and plenty of experience.

Cold doesn't penetrate. Heat does. Pipes near a wall with low thermal resistance can lose heat out the wall.
doesnt hot water pipes get too hot for insulation?
should you lag both hot and cold pipes or just hot pipes?

It's a good idea to lag both hot and cold pipes for increased energy efficiency and to reduce the risk of freezing
What do we call these kind of covers?

The foam is called pipe insulation or lagging
I would leave some excess after tightening the cable tie. This will enable you to undue and reuse them. You can undue them by using the tip of a knife, flathead. or other thin object to lift the tounge from the ridges of the end you put through the locing end.
