Audacity can do this for windows, but you have to do it in the program, Blackhole will eventually be released for windows as well!

I have Audacity on Windows 10 and I can confirm this works very similarly to what is described here with blackhole. In the current default GUI there are options to choose the sound source for recording beneath the pause/play/stop/rec buttons in the top left. Just select whatever-you-use for playing back sounds (I dont have a sound card built in so I select teh Realtek something-or-other or if I am using my "proper" audio interface I select "yamaha-stienberg-whatever-its-called" exactly what options you have on your machine will depend on your hardwear. TBH it is as easy in audacity as shown in this video, you just select "the sound playback thing" as the sound source for recording.... play a sound.... hit record.... voila a sample. There are instructions on how to do this within the Audacity help wiki that give more detail. Audacity isnt technically "built in" but it exactly but it is free to download and can do this task plus more.
