Truman is correct that the bar end plugs are a safety item, but he didn't explain why exactly. Think of it this way: If you crash and your body falls on the end of your handlebar and there is no plug, the handlebar is a cookie cutter and you are the cookie dough. Always plug your bars.

Thanks for the help! Finally removed the 15 year old Giant Bicycle factory grips and replaced them with a "foamy" pair from Rock Bros. I actually tried the hairspray method (for anyone curious: Aussie Head Strong Volume...it's what was under the bathroom sink). It actually works! I did clean the bar with alcohol, then sprayed the hairspray onto the bar (put a paper towel behind it to catch the excess) and sprayed some into the new grip. The soft grips slid on easy, and were firmly in place by the evening. Went for the spin the next morning, and not a problem. The new grips held in place during a 2 hour ride in 80° temp and high humidity.

This video kind of helped me out, to be honest. That is in getting my rubber dumbbell handlebar covers on the handlebars. It wasn't tricky getting the old ones off but getting the new ones on took a lot of effort. The lubrication part worked but what helped me out the most was stretching the rubber before getting the handlebars inserted. I guess it will work in the same way here. Stretch the rubber first before you slide them on.

There may be hundreds of Lectric XP 3.0 owners, like me, searching for tips like this. Ours are especially challenging to remove in good enough shape to reuse. As the rubber is hard, an air compressor wouldn't help. I used a rubber strap wrench, for mar free twisting of the grip while pulling it off. I'm hoping alcohol will help it go on. I haven't had to change grips since I was a kid.

It is a fairly light torque for lockrings. 3Nm would be a lot. Tighten and try to twist it. It is moves, go 1/4 turn more. End plugs should be a snug fit and often take a mallet to install.

Joe likes mountain biking for down hill or trail then lock on because if normal grips get wet then they will move

Personal preference really. Some people do not like the feeling of the solid end locks in their hands, some people prefer the ease of use and hard grip of the lock-on. Grips are a great thing to experiment with as they wear out and are not hyper expensive. Have fun! Also the lock-ons usually have a hard plastic center so they are not as soft and supple.

The end plug is necessary… for years I had a perfectly round scar on my belly and feel lucky. I’ve heard of much worse.
