Does your current passport expire in 6 months? As far as I know, you can't.
How to upload photo on online application? It was stated in ICA that passport can be collected from post office.

Hi there, What I did after taking a photo was to edit it using canva. However, I have a subscription with them for extra features to edit the photo to make it look more proper. Alternatively, you’ll have to use other websites such as Pixlr to edit the size to 400x514 pixels so it won't be rejected once you upload the photo. Follow the guidelines otherwise your photo will be rejected.

Hello sir, can i help me to edit the picture of my father for uploading it in the ICA website.. i need to renew the passport of my father because he cannot go back to singapore because he is already bedridden..thats why im doing my best to renew his passport here in the philippines.. thank you sir..
