So on a 2017 ex-l...my driver side front seatbelt doesnt lock in any position...it just hangs there and moves around...the seatbelt i know in general is fine...it works..it locks...i just cant adjust it..my question is...do i still need to disconnect the battery for a replacement of just that top adjuster part with the tab? And thanks in advance...

If you're replacing the top adjuster part, you don't need to disconnect the battery. If you're removing/unplugging the actual pretenstioner then disconnect the battery.

Great information do seatbelts always lock out when they need resetting or is it possible their is an issue even though they seem to buckle and unbuckle ok

Yes, the seat belts may seem like they are working okay. But if the vehicle was in an accident, then the pyro sensor would have blown and would set a code and keep air bag light on.
If the seat belt tensioner is 'reconditioned', does it have to have some sort of reprogramming when reinstalled in order to work? If yes, then I assume a dealer has to do that? I have a 2008 Civic with a frozen seat belt tensioner and a deployed steering wheel airbag - it is considered totaled by the insurance company. I will have to have the entire system repaired to bring it to a "salvage" condition - may not be economically feasible.

Den, Its difficult to explain in text but basically theres a little piece on top that pulls up first and that unlocks the plug.
I own a 2018 Honda Civic type R I need to replace my LF rear seatbelt I have to cut the belt because the got stuck and didn’t move now I need to replace will you show me how to replace the seat belt on the rrear sir it would be much helpful

Usually the seat is okay.
