Hi, I have an ipad 2 and no PC...is there any way to bypass activation lock ? I tried the DNS and it connects partially to Internet but doesn't bypass unlock so it's not fully operational..any ideas?

After changing the DNS Server, I went back to the wifi page, then hit "continue" to go forward, and now it's stuck at "It may take a few minutes to activate your iPad".

Yes. It will jailbreak your iPad.

Anything that mentions pricing plans for unlocking devices is immediately sus. I mean, it's literally a tool you will use ONE TIME!
