How to reduce water flow impact of hanging water filter

The hanging water filter for my fish tank water flow is kind of noisy and having too much impact in the tank so I put a piece of plastic to solve both problem. Now my guppies are less stressed and so am I.
If anyone have any tips on how to get rid of those white water marks I'd love to hear it!!

Would the plastic sheet leach anything into the water? Genuine question. I'm currently using a cut-up clear plastic bottle instead and am wondering about it.
What is the particular plastic you are using

I cut out the plastic from a packaging bag. Basically it just needs to be slightly thick to hold the shape yet soft enough to bend flexibly.
