Don't read Random article on newspaper, first go through given syllabus then read topics, after that make research on topics from anywhere. Means Do Research based study for CSS.

Tehreem it data of year 2019. It wont be of any help that is why I did not share it. It might even confuse you so, its better to start preparing a fresh one for upcoming exams

No need to make notes as of now. Just make reading newspaper your habit.
