You could lay cotton bedsheet on the top of the wet cement, which would give a lot strength and support with little cost. Or you could paint it on after it dries (paint, then ad bed sheet while paint is still wet, repaint immediately so material will be wetted thoroughly) or use pva if paint is to expensive or unavailable. Both sides could be done if you wanted to...

Yea . ..it best for drilling... Max size; 2ft. by 4ft.
