F or "Fa" is based off the C major scale which they have been using for all the khaens. They just have been treating it that way. So even though a khaen thst is tuned to B flat/G minor, the note that would be D# is called "F" because of how they usually label the khaens Do Rey MI Fa So La Ti C D E F G A B.
