The batteries must remain with you at all times while at the airport. They should be placed in a handbag with the terminals taped off when not in use.
I believe most airlines will allow a mobility scooter to be loaded free of charge, best to speak to the airline well in advance. They might not be pleased if you pack the case with clothing.
