It’s in the top bar (the one with home, insert, picture format, etc) it’s called “design” you can see it at top left ish

Hmm, I’m working with office 365, but don’t think that’s the issue for you. If I click on the “design” tab I see it on the right. If that’s not working, can you check this? answers.microsoft.com/en-us/msoffice/forum/all/powerpoint-design-ideas-not-showing-up/e473d309-9484-41de-8994-05e88d5f835e

Some office subscriptions don't have designer included. My government issued laptop doesn't. I found that out when I called the IT department because I thought something was broken.

Early versions of Ppt don’t have the morph feature. I have heard that if you download a Ppt presentation that was made with morph transition you can somehow edit it to use your own slides and morph will work. This may not be true. But perhaps you’d like to try it. Good luck.
