Cold side goes to the aluminum water block with water pump going to an external radiator with fan to blow cold air off of the water radiator. Hot side gets large heatsink and air moving fan to cool heated side. With a partition to separate the cold side from the hot side. Partition goes in window frame with hot side outside and cold side and water radiator on the inside. That is how a window unit is designed.

Процссор выделяет достаточно тепла, чтобы лёд не образовывался, но лучше дополнительно использовать водоблок, чтобы проще было выводить тепло наружу

I am trying to set up a peltier 12706, supplying power from a 12 Volt, 6 Amp transformer rectifying & filtering it into 12 V DC. At first the heat sinks on the hot side is heating up and cold side is cooling respectively. A few minutes later the cold side is also heating up. How to rectify this?

TECs don’t make sense as air conditioners. They’re very inefficient.. Power hungry and you’ve got to move all of that heat to the outside. They are cute for some applications.
If peltier module fitted in reverse, then the larger heatsink would be cooled making a usefull aircon.

Бред. При работе модуль потребляет 60-100 ватт,и вся эта энергия превращается в тепло на горячей стороне. Кроме того,выделяется ещё и то тепло,которое модуль оттянул с холодной стороны - и если у вас нет достаточно мощного радиатора - охладителя,чтобы рассеять всё это тепло, то следом за перегретой горячей стороной начнёт нагреваться холодная - теплу ведь некуда деваться! Короче,система перестанет нормально работать...

Nah, the hot side needs the much larger heatsink, because peltier has quite poor thermal efficiency.

You will need at least 8 TEC's to make a room cool in the slightest.

This is possible, but you need a sensor to monitor the temperature. If it drops too low, the circuit is disconnected, thus controlling the temperature of the core. A copper or aluminum plate must be connected far from the processor to ensure that water drops resulting from the significant drop in temperature do not reach the processor.

Peltiers are not 100% reliable, sometimes they can reverse causing the CPU to virtually fry. Thats why you don't see commercial peltier coolers...
peltier AC maybe low noise but 3 times higher electric cost will make you not so happy.
For computer cooler only not for aircon.
