You need to build the frame from the inside of the portal zone like in the video. If you do the frame any other way then it will be classed as invalid. This should definitely work for Java edition singleplayer. Multiplayer and modified versions of Minecraft may have different results - it depends on the setup etc

It does need to built in a particular way and it should work in singleplayer unmodified. It needs to be built from the inside as shown in the video - any other ways do not work. Multiplayer servers may have different results depending on how they are set up
