Correct, the gas (air) cools when it comes out of the neck because it expands Joule Thomson affect. But at the same time a gas will heat when compressed. Since the compression and expansion are in the same room the net affect will be zero. The affect is real it's just not executed in a way that will cool the room.

If the room is not cooled it is a placebo, nothing more.

Yes, that's what I said, the "room" is not cooled. Net cooling is zero.

The main idea is that systems like there are intended to take outside air and bring it in. As Moch said. Just sitting in a room it will only create a cooling sensation while in direct contact.

it'll eventually heat up the air when it used in a sealed room, but it is very clever device to make faster wind with such less effort.

Wouldnt sticking a bigger tunnel on all of them make for a cooler yet smaller spot of air? Seems like condensing all that wind speed like that would cool it. I have no clue about physics so don't caps lock at me for wondering aloud.
