this is a bridge rectifier. third wire (middle wire) is not necessory. one capacitor is enough.difinetly output is about 33v if you use 12-0-12v transformer. 24*1.414=33.9 if you use 9-0-9v transformer you can get 18*1.414=25.4v

No, becouse the power supply is not stable when the current is drawn the voltage is going to be aproximatly the same as the ac voltage of the secondary of the transformer. You need the midlle wire if you need 12V tap for something else, this way you have 24V and 12V.

Is the ampere increased when 28v will be stepped down with buck converter to 14.6v? Or still the same ampere will be used even in 12v full wave rectifier ?

it is easier to take the two blue wires to get the 28V. As for the 14V there will be no negative alternation so you lose 50% of the efficiency and you will have parasites during an audio use. you should see it on an oscilloscope

He has smaller voltage on the secondary of the transformer, or maybe the main power supply in his country is smaller then yours. Never mind the 33V, if you use it for charging car batteries the current drawn will set the voltage aproximatly about the secondary ac voltage output,becouse is not stabilised.Measure it you will see.If you use it for smaller current consumption and you need 24V put a bigger capacitors on the output, you can use resistor(47 to 150 ohm 10W) in series with the primary of the transformer,or even better use LM7824 regulator.
