How to legally run a soap making business in the UK: CPSR's, SCPN (was CPNP), Insurance, PIF's & GMP

Disclaimer: Today's video is long!
Today I want to cover as many of the legal requirements for setting up a UK based business making and selling soap that I could think of. This is a topic that can't really be skimmed over, so today's video is a long one! However, if you are unsure of where to begin with the legal requirements within the UK for selling soap, then this video should provide some insight.
I would like to add that this is all based on our own knowledge and understanding of what is required to legally sell soap in the UK. Please do your own research as well. It is never a good idea to rely on just one source of information! I may have missed something out or even interpreted something incorrectly, so please, take this as a guide but read up on everything and research for yourself as well!
We will be covering a few of the main requirements in this video and at the beginning I will show you a timeline so if you wish to skip to certain sections of the video this will make it much easier to do so!
The topics we will be covering today, which will help to give you an insight into the legal requirements for selling soap in the UK are as follows:
Insurance: We begin by talking a little about insurance, which is a must have if you are planning on placing your soaps on the UK market.
Trade Approved Scales: We tell you briefly about the kind of scales you will require in order to comply with the UK's rule on using trade approved scales.
CPSR's - Cosmetic Product Safety Reports: These are legally required if you wish to sell soap within the UK. We tell you about what is involved in putting in an application for a CPSR and we also discuss timelines and what you can expect to see in your finished report. We also show you an example of a CPSR form and give you hints on what info needs to go where!
The SCPN - Submit Cosmetic Products Notifications (This was previously the CPNP or cosmetic products notification portal, however, as the UK has now left the EU we are required to us this new, UK base portal). We discuss what the SCPN is used for and we also talk you through adding a product to this portal, as it can be a little confusing when you first look at it!
GMP - Good manufactuing practices We discuss what is meant by this term and what you need to include in a GMP statement.
PIF's - Product Information Files - we discuss what this document is, why it is important and what you need to include in one.

I must admit, there are times when I envy people in the US who don't have such rigorous testing - I know we have it to keep everything super safe but sometimes when I just want to change a colour or scent in a soap it is frustrating to have to pay out money to get a tiny change approved! Better safe than sorry though I suppose!

    thank you very much for this very comprehensive video!!! As other, I've struggled to find details, and when I started to look into certifying my soap, I almost gave up instantly. But you breaking it down, actually allowed me to envision the process a lot better and de-dramatised it all. One thing I'm still confused about though, is, in order to assess good practice, premisses and equipment, does someone physically comes to check all that or is it based on pictures, good words? what happens there? thanks again very much for taking the time to make such a informative video. ☺️

    I actually do have a question… 🥴 How do I write the good manufacturing practice document? I have looked and looked online and I am totally confused! 🤯😵‍💫 I am assuming (assuming🤭) I read the GMP iso22716 standard and I copy and apply the relevant points to my company document. Is that right or have I got this totally wrong? 😱 Can I also ask what kind of support is out there to ask questions like this (apart from your lovely selves)? ☺️ I really appreciate your offer to help, thank you ☺️

    What an absolutely fantastic video, I have just made a start on filling out my assessments, I now know that I can't take a variate out or reduce it!! For example I made a peppermint & Tee Tree soap & the scent was quite strong however I left it in the recipes thinking I could reduce this once the assessment had been certified. The information on the SCPN was so helpful I will now not be daunted on my first attempt at putting in a product. Thank you so much.

Yes, it is frustrating not to be able to lower things like fragrances if they are too strong, that is one downside to the legislation in this country. The SCPN is a little confusing at first but if you take it slowly it should make sense and I am sure you will get through it :-)

    Omg, your explanation of the recipe assessments has helped loads. I literally thought that I would have to pay £200+ per each soap lol. Its very daunting, as it costs alot before you evrn know if the product is right lol... Some very tough decisions to make. Again, thank you for sharing everything 👍

    So glad it has helped you! Yes, it frustrating paying before knowing if the product is any good! We are formulating shampoo bars now and while I can test our oily hair recipe on myself (as my hair is an oily type) I have no idea how to check if my dry/frizzy hair formula is any good without first having it assessed and then handing it out for people to try and feedback on. It seems so backwards at times!

    Thank you so much for ding this video, when i got it in my head that i would love to make soaps and sell as a little kitchen table business i had no idea that there were so many hoops to jump through, so much documentation to submit and forms to fill out. I felt so overwhelmed, but I'm too stubborn to just give up especially since I REALLY feel I've found my passion in life and its soap. 🥰. Its so fulfilling. Anyway, I just couldn't find all the information of what i needed to do in the Uk to be within the law and know that i wasn't doing anything wrong. So thank you from the bottom of my heart, i feel that if i take it one step at a time it will be ok. One more question that i feel i didn't quite grasp. when it comes to listing the fragrances in my recipe, apart from the name and seller what other information do i need. For example. if i buy an EO or fragrance oil from a company, i get the name of the scent but not much else like allergen statements or IFRA statements of conformity as requested by some cosmetic assessors. Would it be better therefore to get my assessment from one of the companies that sell the actual fragrances so i wouldn't have to worry about those details? I appreciate your advice in this matter and hope i didn't ramble on too much, but I'm just so overwhelmed by it all, but hoping that this is the direction that my life needs to go to make a difference to my future. x

    Each batch of product needs a new log with batch no, date of manufacture, ingredient suppliers etc etc

    Thank you so much for taking the time to run through all of this. I wasn't sure with the 'variations' on an assessment so it was great to see your visual explanation as well as the forms. When you upload to the UK portal, do you have to do this for every single batch please - I'm guessing so, but I'm not sure? PS - Would I need to put my full address on bars of soap / lip balms etc, or is it just my website or just my home postcode please? It's so hard when you order things from Etsy (I ordered a lip balm) and there's no label on it whatsoever...however, as long as we follow the legal requirements - at least we're covered 'if' something went wrong. It's best to have a clear conscience :). Could I ask where you buy your "Biolefin" clear film from please? Is it biodegradable shrink wrap? Or just something you cold wrap around your soaps etc please, like Clingfilm. Liked and subscribed and I watched every second of your video. I kept pausing it to make notes but I just appreciated you taking the time to put it all together for us, thank you (apologies for all the questions) x

    Just come across your excellent informative video. I have been toying with the idea for quite some time now, but every time I have gone int the legalities, it has completely thrown and overwhelmed me, so I have put it on the back burner once again. However, after listening to your amazing account, and the way you have broken it down, Im pretty sure that I can do it, and im pretty excited about that - so, thank you so much. You know when you mentioned the first assessment that the chemist does for you, when you enter the gram weight of each ingredient, is that per bar ir per batch please? thank you soooo much. have subscribed...Terry

    This is so comprehensive. Many thanks! Do you know if we need to include MSDS for food colouring, oils and pure essential oils in CPSR applications? I fell in love with the John Lewis blue food colouring but it's not a good idea to tie it to John lewis who may change anytime, right?

    Thank you so much. This bit has scared the living daylights out me. I love the practical side of making soap but I’m always scared of the legal side. You broke this down well so I’m a little less intimidated. 👍🙈😄 what I didn’t understand is do I have to do a separate for the additional ingredients. For instance if my base oil , water and lye are all the same but I would like to make a different scent or colour etc. or is that covered in my variations? I’m finding that a bit mind boggling

    A bit late to the party, but...This video was so helpful! Thank you! I have been feeling very overwhelmed by everything that goes into this. In regards to the CPSR and the INCI/CI's of ingredients; I have been having trouble finding the INCI name for fragrance oils. I asked the place I will be getting the report done where to find it and they just said "in the documentation for it", but I'm not seeing anything jumping out at me and I wondered if you would be able to expand more in where to find them, please? The main 2 companies I was looking at was The Soap Kitchen and Craftovator. Thank you again!

    Hello and thank you for your comment :-) The INCI name for a fragrance oil is simply "Parfum", that will apply to any fragrance oils (not essential oils) that you use. You will still need to declare any allergens that are present above the allowable lmit and those can be found by requesting the allergen documentation for the individual fragrances that you are using (your fragrance oil suppliers should have no problem making these available to you, if they do, buy from somewhere else!)

    Such a fantastic informative video of UK legalities! Thank you for this. Can I ask if you use Soap calc to work out your recipes? I'm absolutely no where near the stage of making any recipe, but thought I'd have a practice. I've had a quick look & to be honest it baffles the life out of me as a beginner. I've also had a look on KZread for UK soap makers using Soap calc but haven't had much luck. Also looking forward to receiving your beautiful soaps that I've purchased 😍 Thank you for your videos, they are superb!

    Hello Jacqueline and thank you so much for your kind comments and also for your order, which we really appreciate :-) To be honest, we have one main recipe with our oils and butters that we tend to use for almost all of our soaps so as we are not constantly changing our base oils around we don't have a real need to use soap calc very often. I am familiar with it and can use it to formulate recipes but not to the level where I could produce a coherent video explaining to others how to use it as I think my explanation would probably come across in a confusing way! If and when I get some time to sit down and plan and script a video on it I will do so. Most of my videos are unscripted as I find it more natural and much easier that way, but for soap calc I would definitely need to work out and plan what to say and how to explain thing in advance! I will do my best to plan one over the coming weeks as I am sure there are others who would appreciate this too, as it certainly is confusing at first!

    @@TheSussexHandmadeSoapCompany Aahhh yes, I think I remember watching another video of yours that even says this 🤦🏻‍♀️ Please don't add another job to your list with Soap calc though, I'm sure I can figure it out once I get going. It just looked very confusing at a glance. I'm currently enjoying the whole process of soap making, all the science behind it etc. Reading lots of books, watching videos & attempting just a simple Bastille soap today 😅 Thank you for your reply, much appreciated.     Thanks for the great video. I doubt I'd be able to go through this process without your video! I'm wading through doing the safety reports and I'm puzzled about the MSDS for basic ingredients like Olive oil, coconut oil. The supermarkets where I buy my oil don't release their data, but they are much cheaper than purchasing from a specialist soap supplier. So, I was wondering if there was a way around this that you could advise? 🤔

    Fantastic video, full of really useful information that is now much clearer to me. Can I ask if can share any information around soap moulds and cutters. Additionally, can I ask where you buy your base oils and essential oils from? I have been buying my base oils from supermarkets and not sure if this is good practice.     Hello Alex, yes please do feel free to share hints or tips around moulds and cutters :-) We purchase most of our essential Oils from Mystic Moments here in the UK and for base oils we tend to use The Soapery. We do purchase our Olive Oil from supermarkets though as this seems to be the cheapest way of purchasing Olive Oil that we have found :-)
