The 1x1 twisted rib stitch usually refers to a pattern where you only twist half the columns in the single ribbing pattern (which I call half twisted rib) - however, I'll also show you the effect when you twist every stitch in the entire pattern (which I call full twisted rib), just for comparison purposes.
In order to twist a knit or purl stitch, you simply work it 'through the back loop' (tbl), which means you take your right-hand needle into the back of the stitch rather than the front. This changes the orientation of the stitch on the needle, making it twisted and therefore a bit tighter.
You may prefer the neater and more compact ribbed result.
