Having trouble keeping a city happy? Wondering why your public opinion is falling? This video goes into depth about all the factors contributing to public order and how to keep it high.
In this episode of Game Guides I will be talking about public order in Rome: Total War and how to keep it high. This game guides series consists of short, to-the-point gaming commentary videos that teach players how to accomplish certain tasks in different games.
The factors contributing to public order in a city are:
----Positive factors:
1. Governor influence
2. Garrison strength
3. Public Health
4. Entertainment
5. Population boom
6. Law Bonus
7. Culture/Religion (if your own)
8. Tax level (can also be negative)
----Negative factors:
1. Unrest
2. Squalor
3. Culture (if foreign)
4. Distance to capital
5. Poor governor
Strategies to improve happiness:
1. Responsible building strategy and management
2. Allowing a city to revolt and then retaking/exterminating the population (make sure to destroy military buildings first so that the rebel army is only peasants)
3. Moving in more military forces or a more capable governor
4. Lowering taxes and throwing gladiator/horse racing games
5. Converting foreign buildings to your own cultures
6. Moving capital closer to city

    The only thing that I would ever want with new Total War is upgraded ai. That feature alone would warrant me buying the new games.

    Two more important factors: Enemy spies in a city increase unrest by 5% for every subterfuge "eye". So it's good to keep spies and governors with high influence in your border cities. This will give you a better chance of discovering a spy. Unrest is also high after conquering a city and it decreases by 5% by turn, until it reaches a certain value (set by other factors)

    I also think having rebels spawn in your territory also gives a negative bonus, I think its classified as corruption.

    Law is the best temple attribute. It reduces unrest and corruption while giving good governor traits. Happiness give you a population growth boost.

    Happiness doesn't improve population growth, it's the opposite : pop growth can give happiness bonus (population boom). But I agree with you, overall law temples are the best : they can make you earn a lot of money and improve happiness a lot

    One really mean way to adjust public order is if a city is in the red despite all the above is to remove garrison, let it rebel, take back the city, exterminate (which also gives you gold), and then reoccupy. Rinse and repeat. But also, don't build up farms in high pop areas except for revenue.

    I actually modded some buildings like barracks to give law bonus, walls happiness bonus and Barbarian factions being able to build stone walls. Makes the game so much better.

    the city of Patavium is a notable exception. It has a high natural pop growth (think 7,5% without any buildings) and enables a Julii player to "settle" gaul and get some nice recruitment centers up there in the northwest courner of the map.

    My strategy is pretty simple; I never assault a city without at least a half banner on a small-large town or full banner on a city and once I take it I leave the garrison in the city. I then proceed to destroy the religious or purely cultural buildings of the other civilization and build my own because they do not help and in fact hurt your public order in the long run due to culture penalty. Overtime I slowly phase out my garrison and if I can remove the whole army (also having taken the time to retrain the units) and the city stays at least yellow then I move it forward. This works incredibly well on the frontier especially if the enemy has lots of army's or is aggressive.

    Anything that grants public order but not growth is good. Anything that grants growth but not public order is at best dangerous, or even really bad. Anything that grants both public order and growth is pretty much treading water in terms of public order, long term. At least that's always been my rule of thumb for handling particularly unhappy cities.

    I never kill civilians. I train troops (including peasants to move to disband in smaller settlements) to reduce population.

    Currently playing a vh campaign as the Western Roman Empire on Barbarian Invasion. It is absolute nuts. Literally everyone attacks you, and you have massive problems keeping control over your settlements. I actually think vh setting is too much, hard setting is prob a better option.

    I did a few campaigns on VH and truthfully didnt enjoy them. As the Scipii, I was at war with the normal nations of Greece, Carthage, and Numidia, and then out of nowhere Gaul and the Seleucids declared war on me and started sending full stacks to my only 4 city empire. 3 turns later, spain joined the fray as well. Seems like on VH the AI prioritizes attacking the player over actually building an empire, achieving success as a faction, and playing the game in a logical way

    From personal experience playing the game, I've found that Hard, Hard is a very fun game or Hard, VH if you want more of a challenge in the battles

    Agreed. I reckon hh is definitely a more enjoyable experience than vhvh. The difference is very big on battle and campaign vh compared to just h.

    Yeah, that's one of the rare campaigns in which u already have an empire in its very last phase in comparison to the other factions where u try to build an empire or u are at the very beginning phase of an empire. It is very challenging and it requires a lot of micromanagment in the very first turn already which can make for a not enjoyable experience. However, it is very rewarding to see how u succeed if u manage right and watch your empire standing on stable feet once again and fending off wave after wave of threats. 🙂

    the brutii have the temple of juno which does increase growth but it also lowers the rate which squalor goes up.

    That's not completely true. Temple of Juno improves public health, but traits gained from it, if city is governed by a family member, lowers the squalor.

    Colin Murray g hey Colin you probably have 2 boxes in a city next to construction uncheck them and you can build - Actually the smartest thing to do is just at the start of the campaign where you have 4 settings. Check manage all settlements than you don't have to change your conquered cities all the time Hoor you understand!

    If you dont conquer the piramid Egyptian town is always a headache. Once you get the piramid all Egyptian city you own will be reduced to zero culture penalty which means happy public order

    Okay, looking at the culture issue, it seems to me (correct me if I'm wrong, because I've heard of it but I haven't tried it) that you could offset the culture penalty by moving more people in from your (Roman) settlements. For example, you raise four units of peasant soldiers in Tarantum, move them to Corinth, then release them from military service so they join the civilian population. I know this increases your population in Corinth, but the question is does it leave you with a population that is more accepting of your Roman ways?

    Hi man. Listen, transfer one unit from your civilization to a new conquered city and disband inside doesnt low unrest or the culture penalty. You must remove (destroy) the buildings that you cant upgraded (temples, arenas, etc.) is the only way to reduce unrest by culture. Have more units without disband works like garrison, for a while. Soon or later you will have a riot and the only way to "reduce" the unhappy people is with your blade.

    @@hernanreipp6983: okay well I frequently trash the enemy's temples before I even invade, so they're often gone before my soldiers even enter the city walls. I usually place a spy inside a city I'm planning to attack, and then send one or more assassins to wreck buildings in the city. And temples are first on the list when I do this, because they break more easily and they effect happiness. Part of my strategy for going after enemy cities is to wreck every building that makes the enemy population happy and contented, because I want them to rebel, so I can take it from the rebels when I make my move (being that rebels are easier to defeat than any national faction).

    @@EvilxSausage That is another way, but have in mind the population number, even when rebels they have certain culture and you must be either slave them or kill them. An example a large roman city become rebel, they still have roman culture that you need to destroy their temples and put yours but the people will be anger by that so you have to 'replace' the people too.

    @@hernanreipp6983 well enslavement is preferable over killing, is it not? After all, corpses don't pay taxes. But when I conquer a city and find a red, angry face next to it after, I always exterminate, hoping to make the survivors too afraid to resist.

    yo can you do a video on things like whether mines affect trade income, if the 'increase in tradeable goods' benefit at the market increases with each level or if it stacks with other buildings that say increase in tradeable goods (not sure how common that is, but the best pantheon for the macedonians has that), or does each settlement have 2 possible rosters of tradeable goods: a basic roster, and an increased roster, so that basically it's an on/off switch instead of an increasing list. does building an academy help the city at all if there is no governor there (i always thought this was part of it based on how it was worded - i viewed it like a college for the citizenry to become more self sufficient), or does it solely help to improve the stats of family members in the city? is there a way to view a unit's morale level in game? also, does morale increase with chevron experience or does it stay at whatever the unit is at when it's first trained? in naval battles is soldier count more important than ship type or experience? cuz experienced higher tier ships don't seem to do as well when compared to ground troops...maybe i just got unlucky. damn i'm sure i had some other minutiae questions i just can't remember right now. i'm not sure how you'd relate all this stuff, maybe if you can get together a list of one offs like this and do like a random faq vid?

    I have a question for Rome TW and also for any other TW games out there. Is the garrison value based on the number of units in the city or the number of soldiers in the city? In other words, is the garrison value the same with one unit of 120 soldiers and two units with 60 soldiers each? Thanks to anyone who knows!

    Yeah, sometimes adding cavalry doesn't affect the garrison bonus for me. Is it only infantry units? It'll be good to have confirmation on it. Thinking about it, I think it may be down to size of population to amount of troops? As that would make sense

    it's the amount of soldiers. the quality doesnt matter, 80 peasents will give the same public order boost as 80 urban cohort. cavalery helps as well but they are smaller units so they wont help as much

    It's always a struggle to get enough family members - the best you can do is to never say no to getting new ones and try not to let them die in battle (or win heroic victories with captains which has a chance to trigger an adoption) - I always play on the setting that you can manage settlements without governors anyway which makes it a lot less of a problem :)

    Immediately from start of game get a half dozen diplomats going. Talk to everyone with them and make any small deals you can to build up their stats. They will than open up many new options for recruiting enemy family members. High influence diplomats are game changing. I have one near every army on a conquer path as they can basically part the way or double your army if you have the gold.

    Alternatively search for the export_descr_buildings file in the data folder and add a bunch of law_bonus bonus 1 Happiness_bonus bonus 1 health_bonus bonus 1 to a bunch of buildings of your choosing. Each value of 1 corresponds to 5% public order in game, so 4 would be 20%. Don't worry about cheating, the AI will get these bonuses as well. In my setup the AI doesn't have to worry nearly as much about rebellions as well so they can send more armies to the front instead of sitting in a city keeping the population happy. In this way I buffed government buildings, health buildings, culture specific buildings(arenas, theatre's, taverns and secret police), academies and walls so you can always build your way out of low public order even when you have the highest temple. Also I gave public baths and paved roads to all factions for a bit of balance. Only having crappy dirt roads when playing barbarians or easterners I always found annoying. You can do this by simple adding factions after requires in the curly brackets, or the culture(barbarian, eastern, egyptian, carthaginian, roman, greek). I don't know the way to import the building icons from BI to the base game though so they have the picture of a barracks when the game can't find the building icon. Word of caution: make sure you save the original file as even a minor fuck up can crash the game and then you'll have to reinstall the game if you can't discover the fuck up.

    AI will get those bonuses only if you're playing on very hard difficulty, so it is an obvious cheating on your part ;) Just lower the difficulty level if you can't manage big empire :P

    Which are the differences between having 120% public order and let's say 80-90%? I mean, as far as I know, the only things that change are the public order's icon color and a slight demographic bonus. Is there any else? May be benefitial traits for the ruler of the specific settlement? In Rome's case, faster popular acceptance? Thank you!

    You guessed it right. The traits gained by a governor from green or blue face settlement are quiet different, but blue face icon can be useful as well but only on very high tax rate. Plus the higher is public order in all of your settlements, the more popular with the plebs you are.

    I think the garrison's not helping the citizens. They're rather some kind of military force, the citizens have fear of, so the won't have the balls to riot.

    A large garrison increases public order, because the soldiers help out the citizens 🤣 Dude a garrison increases public order because citizens know that they dont stand a chance in an uprising if there are too many soldiers in the city. Also a governor could use a large army to immediately suppress any kind of civil unrest before it turns into an uprising.

    So for anyone that want the truth.... It's actually a bug. The dynamics of the game will never allow for you to have a smooth running city. Between your capital being to far away, squalor and culture penalty.... You literally have to get to a point where you exterminate. Word to the ways. Make dame sure they are peasants because when they over throw the city... The armies are decent if you have any upgraded soldiers

    There is hardly any strategy in Empire at all ;(
