I thought the library key is the key i need to use and when i walk to the chest and getting nothing literally confused me

I kill the ice admiral almost 20x still no hidden key, I always get Library key

After watching this video I got rengoku in 2 tries. 1st try I got library key 2nd I got the hidden key
