Toulouse city, is the hub of Airbus manufacturing. Lot of English speaking engineers and technicians are employed there. I have been to Toulouse city for few days, did visit Airbus factory ( partially only). I dont know if there are universities there.

Germany has more job opportunities for English speaking people. But still you have to know more than basic German language, otherwise difficult! Remember there are many unemployed Germans, who they would prefer than Indians, unless you are very highly skilled and qualified! I am Malayalee in Belgium ( past many years)
