Hey, suppose If I get into tier-2/tier- 3 state university or, a local college affiliated to it. If we have an overall strong application will our chance to get into Ivy league be strong? I'm mainly concerned about, going to a local college which is affiliated to a state university. Local college may not have good faculty and professors so it will be really hard to get inspiration and supervision for projects and good Letters of Recommendation. In such a case, is it possible to have a good chance for admission if we have a Good CGPA, GRE , IELTS score as well as strong SOP with a few projects under the belt, and to top it off some work experience , for ex. not foreign MNC but Indian companies like TCS, Infosys, Wipro etc.

Is it fine to apply to ivy league in fourth year of bachelor's degree? Will I get acceptance before the arrival of my fourth year marksheet?

Definitely. In fact, the majority of final year college students apply without the final year (or final semester) marks. They get a Conditional Offer. Once they submit the final year marks and certificate, the University will issue the Unconditional Offer Letter. Let us know if you need any help with your applications. Good luck!
