Why cant I load jnto safe mode it just goes back to automatic repair cant reset it either it says no changes were made

I recently had this issue and nothing works so i did a fresh install of windows 11 with pendrive with the help of another laptop i had and also the software is rufus and it worked and fixed my issue now my desktop is working fine
