Do you need to program the new module or just plug in and is ready?

I tested my control module voltage and I am receiving voltage. It is still not working... Any thoughts?

I have a silverado 2010 i have the same problem the menu doesnt let me in to activate the remote. I put a new control module but it still doesnt let me activate it.
