Have your phone been connected to a Wifi before it get unavailable? If does, move your phone close to that wifi and it'll be connected to the network automatically so that you can complete the iCloud way.

What if I wait the 7 hours it’s saying can I unlock it? If I know the password my phone was in my pockets doing random passwords but it said security lockout 7 hours but now it says phone unavailable 7 hours

Keep enter the wrong passcode more than 7 times in a row and you will see Erase iPhone button on the bottom right corner of the screen.
