Disabling the High Precision Event Timer and/or setting The High Performance Power option seems to have fixed both the high CPU utilization and the high Disk utilization that my laptop was experiencing. Thank you much....hopefully it is a permanent fix and changes my turtle PC to a rabbit PC.

Question: If I want to fix my obs lagging(I followed a lot of obs tutorial but still nothing) every time I try and record my game on my laptop what tutorial should I follow it always looks like I am running on 5 fps, btw every time my obs is running my whole laptop is laggy including youtube on chrome and it didn't do that before.

The problem is this doesn't explain HPET. If disabling actually improves performance or causes harm by distorting FPS. If FPS is getting distorted from this, then how to even trust FPS test results?
