For adults yes, but for a child car seat, it has to be clear of the headrest otherwise it could interfere with it working properly.
No advice how to put in a car seat
Regulators and rule makers only ask for the minimum. Opponents use scare tactics to create the need for more regulation. We know that regulation and penalties alone do not keep people safe.
