The yellow light flashes 3 times & outer unit don't run or run with cool air , what shall I do ?

Good day sir! In my case my indoor unit are normal! There is no flashing the indicator light are steady but my outdoor unit will start then after a second it will turn off! Only the outdoor turn off!
