hey tapes, when adding effects/ transitions and flashes on adjustment layers and that should I add them on top of my lut adjustment layer or below my lut adjustment layer?

I add them below! unless theyre colored film burns or i find that the flashes get way too bright from the LUT ill either put them ontop or maybe below and just adjust a lumetri color on them to fix it
