procreate lets you have a reference or you can have layers and make them see through. it goes on sale sometimes lots of free brushes and tutorials from the community!
Don’t get it you have to pay to use your own photos

The people who created this app are constantly working on the app or app related sruff. New photos to draw from. New Lessons Excellent Tech Support directly from the App designer. And more A one-time payment is more than worth it
