With 14 hours of transit time, you could actually leave your luggages at the luggage storage area for S$5-18 per 24 hours and go explore the city centre! I believe you can reach the city centre within 30-45mins via train, and 20 mins via cab

Yes sure you can visit the city. But this was when going out of the airport was restricted due to covid. Plus if you would have explored the city several times, you may not want to this everytime you travel even post covid. Thanks
