Why don't you say 58 stitches instead of 56 + 2 stitches

Because your stitch count should stay at 56 for all the long rows. The +2 is for making height and a turn back onto the chain. It's like patterns where you coming to the end of a row then chain 1 or 2 and turn. I hope that helps.
