Not sure of a mask in Storyline at least in the same way other masks work but yeah fly in animation but maybe a shape covering part that would make it look like a mask.
Would you say Jeff that this is a Mac-specific export function? I don't get the same options on my PC. I am using the desktop app of MS PowerPoint.

Hmm, I think you can still do it on PC but may be different. Great tip! Although, Adobe Captivate seems to act rather fickle about using animated gifs exported from PPT for whatever reason? But perhaps it's just on my machine. ☮️

No, it may be Captivate :D. It is in serious need of some major updates which I know they are working on a rewrite.
You could have added that if you do not want to use the full size of the slide, you can reduce the slide: 1. Select the Design tab of the toolbar ribbon. 2. Select Slide Size. near the far right end of the toolbar. 3. Select Custom Slide Size. Otherwise you need to crop the GIF later.

I just checked Windows and yes the same "save as" option is there. 2019 should also work from what I can tell.
You pronounced GIF wrong though.
